Well I've asked you to file up a bug.
If except that problem with Administration you still can use it (make queries for example) then there's not much you can do.
Still of course you could try to reinstall and see if this would maybe solve the problem you're having.
For the ini file, Workbench doesn't need it for connection. The only exception is the case when you'd like to you the Administration -> Options File, where you can modify server settings.
