I used Workbench to change the option, because I don't know where the startup options file is located, what format it is in (text, binary, etc), or what allowable values each option has. From within Workbench, I changed only the secure-file-priv option because that is what the error pointed to. The choices available are only: turn it on, and turn it off.

I found a file called mysql.ini and it had only 1 text line in it: [mysqld]
I left it alone.

I find the fact that the workbench reports that the server refuses to shut down, somewhat troubling. This forces me to shut down the OS when I need to change startup options. But this is really a separate problem.
