Mike,

this is a pretty unusal behavior you see. And the fact that it only happens on a single machine indicates that something with that machine is not ok. On which OS are you there? Is there anything running that requires high graphic power (a game perhaps or something)? I have seen situations where a game was running in a large window and any application put in front of that slowed down a lot (sluggish and jumping mouse pointer etc).
