MySQL Workbench now requires the VC++ 2019 runtime (not VC++ 2015 as before). You can read this also on the information page at https://dev.mysql.com/downloads/workbench/.

Go to the Microsoft site and download the VC++ runtime from there and install it, to make Workbench 8.0.19 work for you. This is a procedure we cannot take over from you for licensing reasons.
