It's unclear what, if anything, you're asking.

You need two sites, one for development, one for production. On the development site ...

1 write a thorough requirements document

2 develop a database schema from those requirements

3 create database from that model

4 populate the db with sample data and with appropriate lookup data

5 write all queries and forms entailed by the requirement, test them all against the populated db, revising & correcting as you go.

When that's all done & debugged on your devel/test site, port the db and app code to the production site for alpha & beta testing. When beta testing is done, remove the sample data & go live.
