MySQL starts with user "root" and all privs. You've abandoned the problem of not being able to login as root? Why?

A mistake. Once you are logged in, eg as root, you can Create or Alter a user without having to restart the server. OTOH resetting the password for root raises the special case that you cannot log in; it requires restarting the server with login security disabled as indicated.

Winkey R, services.msc, scroll to the MySQL entry, right-click, examine Properties, the command line there conatains the full path to my.ini.
