I was able to import the same CSV when I wrote an import script in Workbench, which makes me think it is purely an "Import Wizard" issue, assuming the Wizard simply runs similar commands underneath.
I'm pretty surprised nobody has ever raised this issue before. Hopefully it gets fixed, it seems like a fairly simple bug.
