Correct.
Assuming that you're running on Windows, then MySQL is probably installed as a Windows Service.
if that's the case, then it starts up when you boot up the machine and stays running until you shut the machine down again or you ask it to stop, through the Services Applet, in [the Windows] Control Panel.

Correct.
However, I seem to recall Workbench also has some options in it to start the MySQL server "remotely" and then you can connect to it.
