You can't connect to a database file. You can only connect to a database server.

How one connects to a pi from Windows, I don't know, but Google searches reveal entries that describe the process, eg https://www.instructables.com/Access-the-Raspberry-Pi-File-System-Through-Window/

Once that's set up, you'll need to run Workbench to create a connection to your pi MySQL instance.
