Can't initialize function 'keyring_file'; Plugin initialization function failed.

We are using MySQL Workbench version 8.0.20
we need to encrypt the tables in our schema.
while executing query install plugin keyring_file soname 'keyring_file.dll',
we are getting Error Code: 1123. Can't initialize function 'keyring_file'; Plugin initialization function failed.
