This could be a number of issues...

1. Was the backup taken from a server here "innodb-files-per-table" was enabled?
- this means that .ibd files or separate tables spaces for all innodb tables are created.
NOTE: if so then ibbackup did not work and you should consider running backups with mysqldump --single-transaction --master-data

2. are you running this recovery locally or to another machine? If so, is your my.cnf file and setup the same per machine?
NOTE: the error you received about "temporary tables"... check to see if tmpdir is set a a different location than you think.
