The data is not in Program Files.
Please read again. Was the copy made while MySQL was running, or not? Inspecting the image doesn't answer that question.
If you don't know the answer, the only way to find out is to mount the image in a computer running the appropriate OS, try to run MySQL, check for errors, if they occur and if you do not know how to correct them then post them here along with version info.
If you get it working, then run mysqldump and you will have a backup.
