Thanks for the reply @Luis! Not sure if I understood the issue correctly. So, in the my.ini file, I tried to add "local-infile=1" under [mysql] and [mysqld] and also "local-infile=1" or "loose-local-infile=1" under [client], but that didn't help. Despite that the value of global variables local_infile is ON, I still got the same error "The used command is not allowed with this MySQL version" when running the query from my app via ODBC 8.0. But running the same query directly off Workbench client worked. I think it is likely an ODBC drive issue but the error message seems to indicate that local_infile was disabled...
