Don't think so, that bug entry suggests it is possible that in your system error 2059 is misreported as 2058.
What is default_authentication_plugin in your my.ini?
Is your root user defined with mysql_native_password or with caching_sha2_password?
Which client library are you using?
What happens when you try to log into the mysql client program with -uroot -p?
