No way using the MySQL C API. You should use OCCI over OCI (Oracle wrapper over Oracle API) or may be OTL over OCI (C++ Wrapper over Oracle API). On OTL pages you will find a lot of examples telling you how to connect to Oracle (not a easy matter indeed). OTL rocks too.
