Unable to load DLL on 2008 R2 if conn = mysql_init(NULL);

The full DLL will load and run on Win 7.

The full DLL will not load on Server 2008 R2.

If I remove all reference to MySql for Connector/C
the DLL will load and run.

If I only have:
conn = mysql_init(NULL);
mysql_close(conn);

The DLL does not load (error 126).

DLL was compiled with VS 2010 Express, both on Win 7 the server.
