MySQL install fails due to Writing configuration file-Invalid Server Template

I am new to MySQL. I downloaded the MySQL windows installer and selected I guess everything I thought I would need for x64 and x86 products especially utilities, workbench and MySQL Server for MYSQL 5.7.19.

When I get to the Configuration Steps section I select Execute and this is what happens:
The Stopping Server turns green
Next Writing Configuration file turns red.
Next I checked the Log File:

The Log File states:
Beginning configuration step: Stopping Server [if necessary]
Ended configuration step: Stopping Server [if necessary]

Beginning configuration step: Writing Configuration File
Invalid server template
Ended configuration step: Writing configuration file.

I closed the program.
Next I went to the Installer executable right clicked and ran as Administrator
Went back to the same issue. same reason.

Next a Taskeng.exe command prompt opened and provided these details:

my SQL Installer is running in Commercial mode

loading Product catalogue
checking for product catalogue snippets
checking for product packages in the bundle
Categorizing product catalogue
Finding all installed packages

Unable to connect to remote host. Catalogue download has failed.




Here is a list of my programs. one is an updated 2013 C++ Redistributable

I downloaded from these forums and no luck.

Here's my PC:

Windows 7 Home Premium SP 1
2.13Ghz
8.0 RAM
64 bit OS

Are there any obvious conflicts to cause the issues I am having?

I can not seem to get information on the Writing Configuration File error

or the Invalid Server Template error to know what I need to understand to

resolve this issue.
