MySql 5.7.19 Community MSI Installer upgrading from 5.6.37 does nothing

So, yesterday I upgraded from 5.6.10 to 5.6.37, in preparation to upgrade to version 5.7, and everything went just fine, using the downloaded community MSI installer.

Today I went to upgrade to 5.7.19, also using the downloaded (not web) community MSI installer. The installer runs, but the installer just shows me the 5.6 configuration, and doesn't say or do anything about upgrading (whether the MySQL56 service is started or not).

I did a Catalog... Update. If I look at the product catalog, I can see two instances of MySQL Server, one x86, one x64, dated 7/17/2017. Having updated the catalog, I see little yellow upgrade icons for Connector/ODBC (currently at v5.3.8) and Connector/J (currently at 5.1.42), but nothing for Server, Workbench, Documentation or Samples/Examples.

Color me confused.
