Failed Installation 8.0.16 - Hangs on attempting to start server

First time failed with C++ 2015 redistributable missing, but then I installed it. This was a third attempt.

mysql-installer Information: 10 : Successfully added the Windows Firewall rule.

At this point it hung with no change overnight.

Subsequently I aborted, removed all MYSQL folders, and installed MYSQL 5.7 successfully.
New Machine, Windows 10 latest version. Incidentally VS 2019 also failed to install, but 2017 succeeded.

Earlier in the log there were anonymous errors reported:

Any suggestions?

In Windows Services I see both MYSQL57 (running) and MYSQL80 (not running)
Should I remove MYSQL80?
Workbench on rescan reports two servers and opts for MYSQL80 ...? What on earth is going on?
