MySQL 8.032 mysql-installer-did-not-find-packages

I had download full installer (437MB) mysql 8.032. But after running, Installer only shows previous ver 8.018. Click add, modify, upgrade does not work -- it shows ver 8.032 but is grey out. I am not able to click catalog as restriction policies do not allow Internet access. How can I upgrade to 8.032 using the installer?
