Cant connect to running service!

I had MySQL installed many times already, but not so long ago i started to get "Cant connect to server, error: 0", after that i tryed to reinstall, but nothing seems to help.

ERROR: Error occured: Can't connect to MySQL server on '127.0.0.1' (10061)

I have WinXP SP3, i have deleted all Mysql registry entrys and all MySQL directories on my pc.

I have installed latest installation of MySQL, but i cant config MySQL, because Mysql config tool cant connect to MySQL service, also Nayvicat cant connect to it.

I see that MySQL is running on port 3306 but nothing EXCEPT php cant connect to it, everything is done localy.

My windows firewall is disabled, also i have comodo firewall and i tryed to turn it off, nothing changes.

I realy need help here i was looking for a solution for days...

edit: i also have MS TCP/IP Version 6 installed.
