Hi. I have the same problem with installing and starting MySQL service on Win7. There is my configuration:
Win7 ultimate 64
4Gb RAM
1Tb + 250Gb hd (last one I'm using for MySQL data files).
Pentium(R) dual-core E5500 2.8Ghz

1. After deinstallation of previous version of MySQL server I installed new one (mysql-5.5.19-win32). So After that operation I had problems at the service configuring step. Exactly configuration programm couldn't apply new administrative rigrhts for new server instance.
This problem was fixed by full removing of all info connected with MySQL server: 1. I made deinstallation of the MySQL server using MySQL Uninstaller software, then I removed MySQL folder from the "Program Files (x86)" and from the hidden directory ProgramData. Then I removed all registry records using regedit. Only after these long operations I could install MySQL server successfully.

2. The second problem is unstable work of the MySQL service under win7. It was working during 3 hours since first start. Then service stoped, and since that moment I can't start it again. It is so terrible headache!
I tried to start MySQL server using administrative tools. So the tool responds me the error #1067: The program terminated unexpectedly.
The other way I used is starting MySQL service using MySQL Workbench tool 5.2.36-win32. Service can't be started.
The MySQL error log contatins next info:
120518 10:37:55 InnoDB: Operating system error number 23 in a file operation.
