mysql-installer-community-5.5.28.3.msi wont install on Win7

On Win7, a clean install using mysql-installer-community-5.5.28.3.msi cannot be completed at the section it asks for the admin passwords - it asks for the previous admin password, and there isn't one so no matter whta I do it fails to configure.

I had to restore the drive from a clean backup to get rid of the stuff left laying around, and then revert to the prior version 5.5.28.2.msi to perform a clean install.

Any workarounds ?
