mysql installer failes with invalid value for parameter name

Help. I recently upgraded my test system to 5.6.21 using the installer. everything (MySQL, workbench) is working. But I went to check something in the installer while getting ready to upgrade my production database. The installer starts, and gets to "finding all installed packages" and fails with the error "Internal error. (Input string was not in a correct format.) The installer will now close." In the installer logs, I have the following:

mysql-installer Information: 10 : Configuration file found.
mysql-installer Information: 10 : Settings file found.
mysql-installer Information: 10 : Loaded configuration.
mysql-installer Information: 10 : Installer starting up.
mysql-installer Information: 10 : Loading product manifest
mysql-installer Information: 10 : Loading controllers from C:\Program Files (x86)\MySQL\MySQL Installer for Windows\MySQLInstaller.Core.dll
mysql-installer Information: 10 : Loading controllers from C:\Program Files (x86)\MySQL\MySQL Installer for Windows\StandardPlugins.dll
mysql-installer Information: 10 : Creating configuration controller for: mysql-server.
mysql-installer Information: 10 : Product configuration controller created.
mysql-installer Error: 50 : Cannot load role definitions. Unable to configure.
mysql-installer Information: 10 : Setting up product configuration controller for new installation.
mysql-installer Information: 10 : Creating configuration controller for: mysql-server.
mysql-installer Information: 10 : Product configuration controller created.
mysql-installer Error: 50 : Cannot load role definitions. Unable to configure.
mysql-installer Information: 10 : Setting up product configuration controller for new installation.
mysql-installer Critical: 100 : Invalid value for parameter name.
mysql-installer Critical: 100 : Input string was not in a correct format.
mysql-installer Information: 10 : Installer exit


Not sure where to go from here. I have removed the installer and reinstalled it, upgraded to 5.6.21 and still get same error. Can someone tell me where to find the invalid value for the parameter so I can correct the input string?
