Hi
Could you try to download again the msi, I just did and downloads the 5.6.21 installer and in a clean system, when I select to install a Developer Deafult for example the installer select automatically the MySQL Server 5.6.21 so I don't see any problem.
in any case please be more specific and tell me what are you doing, do you have other mysql products installed already?
