You say you tried mysql_upgrade, but your quote indicates you instead ran mysqld --initialize.

Obviously none of us can see what other errors have been made. The best option at this point might be to uninstall the remains of the mysql installation, manually remove all myssql folders, manually remove all registry references to mysql, and start again perhaps paying closer attention to the installer's instructions.
