5.7.21 MSI installer fails at updating security settings due to root password

Beginning configuration step: Applying security settings
Attempting to update security settings.
Authentication to host 'localhost' for user 'root' using method 'mysql_native_password' failed with message: Access denied for user 'root'@'localhost' (using password: NO)
Ended configuration step: Applying security settings

During the installer setup it asks you to enter your MySQL root password. I enter the exact same password I use to login as root using Workbench. The installer fails. Makes no sense whatsoever, the same installer is the thing installing Workbench, it was never installed before!

This is not a new installation but an upgrade as I was advised to try upgrading to the latest release following an unexplained corruption of our MySQL database. I just want to solve this issue, not talk about why it is corrupt or any of that. I've been trying to fix this problem for going on 34 hours now.
