In my case I install the mysql NDB on sandbox. so I need to start all the instance first

C:\Users\username\MySQL\mysql-sandboxes\3310\start.bat
C:\Users\username\MySQL\mysql-sandboxes\3320\start.bat
C:\Users\username\MySQL\mysql-sandboxes\3330\start.bat
