Community Edition on Win10 only after a number of restarts can sign-in

I am using Community Edition 8.0 on Windows 10, using Workbench. Sometimes I need to restart the Windows. Before restarting, I shut down the server, restarting, but then I cannot login to the Root from on the first try. Only after I make a number of Windows restarts I succeed to sign in to the Root. How can this problem be solved?
