That's correct.
It took some time to get to the answer, but it seems that the root password is stored in a database in the Program Data section of the computer.

Further, this set of folders is not removed by the uninstall routines, hence when cycling through the uninstall / re-install process, the installer gets to the section on setting root password and spots that a password already exists and does not allow the option to set a new password.

I mean clearly, users that set a password and promptly forget it should not be allowed anywhere near a computer, but equally, it would be helpful if the code was corrected. Probably the quickest fix is to ensure that the uninstaller is aware of what the installer did, so that an uninstall can do its work correctly.
