Hello Robert,
when you first uninstalled MySQL Server, did you select the option to remove the data folder? MySQL Installer prompts the user to either keep or remove the data folder, keeping it will reuse it in a future installation and will prompt for the old password. Removing it will remove everything and the next time you install MySQL Server you will be able to define a new password.
