Hello Scott,

thank you for posting your issue in the MySQL Installer forum. There have been similar reports and we're now using below bug to track the issue. Failure to execute the ExecSecureObjects action by the MSI is causing the troubles but we're still unclear if the issue is on MySQL Installer or MySQL Server.
In the meantime please review the comments on the bug and let us know if any of the proposed workarounds is helpful.

Additional to that, one user reported that giving full permissions to his user for the server folder located at C:\ProgramData\MySQL fixed the issue.
