I have a similar problem attempting to install MySQL 8.0.17 on Windows 10 with VS Code 2019 installed. The 'Apply Configuration' step fails at 'Initializing database (may take a long time).' The log shows the failure at the point when it attempts to start the MySQL Server 8.017 service.

'Starting process for MySQL Server 8.0.17...
Failed to start process for MySQL Server 8.0.17.
Database initialization failed.
Ended configuration step: Initializing database ...'

The MySQL service gives an Error 2 if I try to start it manually (The system cannot find the file specified.)

Am curious why initialization failed and what file the MySQL service is looking for to get started.
