thank you for posting your solution. I've recently seen some similar reports and am curious of what might be the root cause since MySQL Installer should already have the correct permissions after asking the user for elevated privileges.
What Windows version are you using and what role does your user have on the computer? This might give more insight into what the problem is so we can investigate further.
