The issue is not with MySQL for Visual Studio, it is for the installer. It's the installer that is at issue, placing files in the wrong locations.

No previous installations were ever made nor modified. Attempts to install previous versions of MySQL for Visual Studio were not made. This is a recently imaged workstation, with a very recent install of Visual Studio Enterprise 2017 and 2019.

I opened bug 96576 and will add further notes there.
