Hello John,
Are you installing MySQL Server via MySQL Installer UI or CLI? What are the steps you followed to specify that E drive should be used as data directory?
When using the UI, the only way to override the data directory is by going to the "Advanced Options" link available in the "Select Products and Features" wizard page. After selecting MySQL Server for installation, click on the product's name and the link will be shown in the bottom right corner of the UI. Note that this is only possible during an initial installation.
When you manually change the datadir in my.ini file, did you make sure the new location contained an initialized data folder prior to attempting to starting MySQL? Note that if that is not the case, you need to first initialize the server.
