The issue is being looked at by the corresponding team. It's currently being evaluated if the "Server Data Files" feature can be removed or modified to prevent the issue from affecting users in future versions. As far as I'm concerned, it appears as though the installation of this feature requires the user to have some additional permissions. Do you see any difference in the users being used in both of your installations? Any differences related to permissions?
The current workaround is to leave the "Server Data Files" feature unselected. There hasn't been any reports where unselecting this features has caused any problems, so it looks safe to do so.
