problem with installation MySQL Server 8.0.18 by command

I installed MySQL Server 8.0.18 by command :
community install server;8.0.18:*:servertype=Server;Port=3309;ServiceName=vatsa;passwd=$12345 -silent

but the the installer created the service on port 3306 not 3309
