Hello Justin,
for future reference... we've seen a similar behavior whenever old versions of MySQL for Visual Studio were installed in VS 2015. Another way to allow the uninstall is to first repair the installation in the control panel. To do, simply search for the affected software in the "Control Panel->Programs and Features" window and click the "repair" option. Afterwards you should be able to uninstall the product.
