Wow. Had it been edited with Notepad or Visual Code Editor? (Does it hurt when you do that? Don't do that!). Seriously, consider using Notepad++ for all text files.
On reflection, MySQL software has to read my.ini so it ought to be able to catch and report that longstanding Windows BOM issue, don't you think? Consider filing at bugs.mysql.com?
