MySQL Installer 8.0.28 installation fails

I have a problem installing MySQL 8.0.28 in the Server only mode on a Windows 2019 server. It stops at the "Starting the server" step, below is the installation log. No other MySQL logs or Windows event logs contains any information.
Manually starting the MySQL service also fails, it just stops again without any error message.

Any suggestions?
