MySQL 8.0.28 Installer fails on create users on Windows Server 2019

This has been killing me fora few days now.

Clean install of Windows Server 2019 Standard.

I have tried both the Web and full MSI installers of MySQL 8.0.28

mysql-installer-web-community-8.0.28.0.msi
mysql-installer-community-8.0.28.0.msi

I have even launched the installed 'as administrator'

Everything seems to go fine, then at the end of the Server configuration section, when you execute to apply configuration it errors out at Creating User Accounts.

This has happened on 2 different servers.

I'm stumped.

Open to all ideas and suggestions.
