Hi,
The data folder's default location is: C:\ProgramData\MySQL\MySQL Server 8.0\Data. Note that is in "ProgramData" and not in "Program Files". Are you able to see any errors being logged in the .err file in that location? Usually, errors related to starting MySQL are logged there.

Hmm, I wonder what is preventing to configure the MySQL Service. Probably the .err file will give us a clue.

Additional to that, does the configuration succeed if you configure MySQL Server as a process instead of a service? You can do that by unckecing the "Configure MySQL as a Windows Service" checkbox in the "Windows Server" configuration page.
