What is the error you are getting?
Is there any particular reason on why you are using a very old Installer MSI (mysql-installer-community-5.6.31.0.msi)? I recommend getting the latest Installer MSI found at: https://dev.mysql.com/downloads/installer/

Upon first execution you will likely be prompted to accept a mandatory upgrade. Accept the upgrade and after install finishes attempt to run the MySQLInstallerConsole.exe install command.
