How do I have Excel export fields encapsulated by double-quotes

Does anyone know if, that when exporting an excel spreadsheet, how can you get Excel to surround columns that are Text-based to be within double quotes (because some of my columns have commas in them as part of the text.

I need Excel to surround all fields with double quotes, and then deliminiate each field with a comma. The only fields I don't need encapsulated in double-quotes are numeric fields.

Example (I need the following):
"JSMITH","John","Smith",1

Instead of:
JSMITH,JOHN,SMITH,1

How can I do this?

Some of my spreadsheets I'm trying to export have 300+ rows, and that can be very time consumuing to manuall add double-quotes to each field in an exported file.
