Hi Bill,
Thanks for writing in our forum.

MySQL for Excel should be showing up inside the Data ribbon of MS Excel.
Actually you do not need to have ODBC setup for it to work (although not related to your problem, it is worth mentioning).

One prerequisite is VSTO (Visual Studio Tools for Office) do you have it installed?
There is a log for MySQL for Excel at %APPDATA%\Oracle\MySQL for Excel, can you check if it contains exception messages that can provide more information?

The .config file you mention is NOT installed and NOT required... the only files you should see on the installation folder are:

COPYING
Microsoft.Office.Tools.Common.v4.0.Utilities.dll
MySql.Data.dll
MySQL.ForExcel.dll
MySQL.ForExcel.dll.manifest
MySQL.ForExcel.vsto
MySQL.Utility.dll
README
Release Notes.txt
