I have the same problem. MS Excel 2010, Windows XP SP3.
The only folder I have under %AppData%\Oracle is Java.
This is an IT supported computer, so I cannot disable my antivirus McAfee.
I downloaded all of the latest versions of everything (SQL 5.6, VSTO from the microsoft website).
My add-in shows in excel, but under disabled add-ins. Every time I try to enable it, I get the same runtime error.
Any help would be appreciated!

Nevermind, I turns out that I installed Visual Studio Tools for Office (VSTOR30.exe), but not Visual Studio Tools for Office runtime (vstor_redist.exe)? The latter software worked for me, but I'm guessing I needed both. That wasn't clear.
