There is a bug report about this in our bugs system, so it's confirmed to be a bug of the MySQL Installer.
The workaround you mention is not working for you because you probably are using a web installer, you would need the full bundled installer. Please check if the installer file you have contains the word "web" in its name, if so, please download the one without it to try the workaround.
