That is not a solution.

I have found the solution:

I exported the registry key for the addin that the admin user has. Users can run regedit.exe mysqlforexcel.reg and it put it in their profile. I scripted the process and the installer for sccm 2012 as a 2 part thing, registry modification runs as part 1 and runs with user's permissions, part 2 is the actual software installation for MySQL products, including mySQL for Excel, that runs as admin. Works like a charm.
