I have this same issue and have been watching this thread as well as Bug #86800
Mysql installer fails to detect Visual Studio [https://bugs.mysql.com/bug.php?id=86800].
I realize there are other options but having the MySQL for Excel option is sometimes the easiest for some people.
Perhaps it is a x86 vs x64 Visual Tools issue but it would be nice if this was put on someone's to-do list for review.
